Copy and Paste FX between Layers Gives Seemingly Incorrect Result

I have an image (File A) in AP (4,000px x 2,962px) with a native (PPI) of 180 PPI. On a separate layer is a 'shape' which has an Inner Glow applied to it. The 'Inner Shadow' settings are shown in the attached jpeg, 'Layer FX Source.jpg'.

 

In a separate AP file, (6,032px x 4,032px) I have another image (File B), the native (PPI) for this file is 300 PPI. I copy this image and paste this it into a new layer in File A. This automatically resamples the 300 PPI of the original image down to the native resolution of File B, namely 180 PPI.

 

I resize my pasted image using the corner nodes to reduce it's physical pixel dimensions to the size I need.

 

I then copy the layer containing the 'Inner Shadow' FX and 'Paste FX' (^⌘V) onto the new image layer. However, the pasted FX on the new layer doesn't match the original FX from the source layer, instead the pasted 'Inner Shadow FX' settings are as shown in 'Layer FX Destination.jpg'.

 

Is this expected behaviour and if so why or is this a bug?

Weird, both attachments were there, just no showing on the post for some reason. I clicked to edit my post and they were both already still attached, so just clicked save again! Hopefully you can see them now...
